Tim Gilbertson, Director of FHP acted on behalf of long term clients Rotherhill in swiftly identifying the opportunity and concluding the purchase.  He commented:

When the 2017 Rating List came into effect on 1 April 2017 the Rateable Value of all business properties within England and Wales changed, some Rateable Values went up and some went down, there were winners are losers across the country.

As a result, the Government introduced a transitional relief scheme which essentially phased in increases and reductions over a period of years.  The Government also allocated additional funding to Local Authorities to give additional relief to companies who were facing the increases in their particular areas.

The cost of the scheme in the 2018/2019 financial year to Leicester City Council was originally estimated at £626,000 but it is understood that the implementation of the scheme actually cost less than this.  As a result Leicester City Council have decided to limit the net increase in business rates payable for ratepayers occupying properties which fall within the £20,001 – £100,000 Rateable Value of 6.2% instead of 8%.  This is subject to a cap on the relief of £10,000.

The local transitional relief scheme in Leicester for 2018/2019 is as per the table below:

“The alteration to the scheme by Leicester City Council is purposely targeted at limiting rate increases for smaller rate payers whilst those ratepayers who occupy the Rateable Value of over £201,000 will have no limit relative to the Government guidelines.

Ratepayers in Leicester with a Rateable Value of between £20,000 and £100,000 may well be seeing a refund come through in the next few weeks.

We are very active within Leicester currently advising a number of ratepayers in relation to not only reducing their Rateable Values but advising on business rates mitigation whilst they are empty and also reducing Rateable Values to £0 whilst buildings are undergoing reconstruction or significant repair works.

Two of the leading providers of logistics buildings within the UK have joined forces with Clowes Developments confirming that they are working in collaboration with the Global Logistics Provider, Panattoni and have now started on site building a Regional Distribution Centre of some 48,402m² (521,000ft²) which will be completed January 2020.

Northampton based Winvic Construction, who specialise in building distribution facilities, have started onsite with the 12 month build programme on Plot 1 at the East Midlands Distribution Centre.

The 521,000ft² cross docked warehouse is being developed speculatively to cater for the increased demand for distribution space within the northern part of the East Midlands region with Junction 24 in particular seeing the benefit of this trend with Marks & Spencers, Aldi, Amazon, Littlewoods and Nestle all having chosen the area for their national / regional distribution networks.  

The significance of this development is that this building is being built on a speculative basis.  There is no end occupier identified for the property as of yet hence the reason why Clowes Developments have teamed up with the global provider, Panattoni, whose Global Investors have continued to support their expansion drive within the UK.

Paul Shanley, Development Director at Clowes Developments, confirmed:-

“By teaming up with Panattoni we can deliver the largest single building that we can provide now on EMDC adjacent to the one million square foot e-commerce centre occupied by Marks & Spencers which leaves us with a further 30 acres to develop within the park which still gives us the ability to cater for units from 40,000ft² to 300,000ft² in size”.

Panattoni are onsite in both Derby and Nottingham – at the Derby Commercial Park a 371,000ft² unit is due for completion in August of this year whereas at J26 the Developers are building the largest speculative development within the region with their 714,000ft² three unit scheme now nearing completion.

Both companies are acquisitive and seeking new opportunities to expand their UK portfolios.

“Bringing two of the major players in the distribution sector together provided the right chemistry to enable this significant inward investment project to be delivered at EMDC.

 I have worked with Clowes and the Directors of Panattoni for the past 20 years and the respective strengths of the two Developers complement each other to bring forward a unit of regional importance which can meet the continued demand that the Junction 24 area is generating.  Castle Donington and Junction 24 continues to grow both as a town but more so as a location of not just regional significance but international significance with the recent announcements of further investments at East Midlands Airport”.

The completed unit will internally provide clear space with a minimum height of 18m eaves, is roughly the size of six football pitches and is one of the largest buildings to be built within the region.

It is anticipated that upon completion it could provide up to 1,000 jobs.

Clowes Developments (UK) Limited have confirmed that they have agreed terms with Redrow to sell them a purpose built office building at their East Midlands Distribution Centre development site at Castle Donington.

Clowes Developments (UK) Limited have confirmed that the Division of Redrow Homes East Midlands will be relocating from their existing Pride Park, Derby offices to the East Midlands Distribution Centre over Christmas 2019.

The East Midlands Divisions existing 60 strong regional office is currently located on Pride Park in Derby but they are moving to the site at Junction 24 which is adjacent to the 900 home and 20 acre employment development which is being developed by the two companies.

Martyn Pask, the Regional Director of Redrow Homes East Midlands, confirmed:-

Working with Paul Shanley at Clowes we have been able to have our office purpose built to enable us to move everybody over into the new offices over the Christmas period.  Being so close to one of our new flagship residential schemes at Foxbridge Manor which is due to open in the Spring was also an added bonus”.

As part of the housing development the two companies are building the new Castle Donington Relief Road which provides added accessibility into EMDC and will reduce the amount of traffic through Castle Donington.

The deal is the latest deal on EMDC which is the home to Marks & Spencers, Birlea Furniture, Moran Logistics and others and it is understood that Clowes are shortly anticipating making another significant announcement on the site.

In agreeing the deal Clowes are now starting marketing a sister building of a similar size, a two storey office building which will provide up to 8,500ft² of offices.

The transaction was negotiated by John Proctor at Regional Property Consultants, FHP, with Gateley’s Leicester Office acting on behalf of Clowes.

EMDC paved the way for the resurgence in interest in the Junction 24 area, initially attracting Marks & Spencer’s one million square foot e-commerce distribution centre to the site a few years ago with more than 4,000 people currently working on the site.

I am thrilled to announce that we have now completed on the successful subletting of 1b Isabella Court, on the Millennium Business Park, Mansfield.

This was an excellent result for all parties involved, especially the tenant, mitigating their losses until the end of the lease term, saving a considerable amount of money and cost.

1B Isabella Court is an excellent modern industrial unit on the established Millennium Business Park with a current lease in place until the 22nd September 2022.  The task here was to either assign, sublet, or surrender the lease in order to reduce the tenant’s cost for the rest of the term, as the tenant no longer had a need for this unit.  Alongside assisting the tenant, we also managed to fulfill Cortec Engineering Limited’s requirement whom we have been in contact with for some time, this subletting helping them move into a larger and more suitable unit.

Victory Park is set to become one of Derby’s most successful commercial developments with the imminent development of its final phase, a scheme of three new industrial/warehouse units which should ready for occupation by the end of the year.

The development is being undertaken by Revelan Group, industrial property specialists with an excellent track record of providing high-quality buildings, and who have now submitted a planning application for the properties.

The business park is situated next to Rolls-Royce’s civil aerospace campus and has already attracted high-profile companies such as Gardner Aerospace, Intertek, Western Power Distribution and Seamers Joinery.

Keylite Roof Windows have relocated their distribution facility from Swadlincote into a new 40,630ft² warehouse on St Modwen’s Burton Gateway site on the A38(T).

Keylite Roof Windows, a Keystone Group Company, have relocated their distribution facility to BG40 – a unit of 40,630ft² fronting the A38(T) at St Modwen’s Developments’ 50 acre development fronting the A38 at Barton under Needwood.

FHP (Nottingham) acted on behalf of Keylite who have committed to a ten year lease on the unit which was built speculatively by St Modwen as part of the second phase of their one million square foot scheme.
